Referrals are usually made to the local panel by Social Services, the NHS or a voluntary organisation and in some cases the individual or their families. An initial visit to a new client is made by an occupational therapist with an engineer and discussion at panel level follows. Panel membership comprises 10 to 12 people and can include professional engineers and craftsmen and women with wide experience and technical expertise, also needed are people with management, secretarial, finance and publicity skills.
